Perception appears to contribute to the effectiveness of the dweller during defense scenarios in placing their shots better when using weapons, which has an overall improving effect on combat. Strength also factors in to how much damage that the dweller will take when they are attacked, so as you can see Strength is not just useful for Power-producing dwellers!
